How can I recycle my end-of-life vehicle?

The Automobile Recycling Law was enacted on January 1, 2005. To dispose of a vehicle, you must request collection and dismantling from a "Collection Operator" registered with the local government.

Scrapping a car involves complex procedures, such as managing recycling fee deposits and completing "Permanent Deregistration" at the Land Transport Bureau. If your vehicle still has a valid inspection period (Shaken) at the time of disposal, you may also be eligible for a "Motor Vehicle Weight Tax Refund" based on the remaining period.

These procedures can be complicated and confusing for many, but please do not worry. If you consult with us, we will provide thorough support, including handling all necessary paperwork on your behalf.


What is Permanent Deregistration?

There are two main types of vehicle deregistration in Japan:

  1. Temporary Deregistration: For when you want to stop using a vehicle for a certain period.
  2. Permanent Deregistration: For when a vehicle is dismantled and scrapped (cannot be re-registered).

In some cases, a vehicle that has already undergone Temporary Deregistration is later converted to Permanent Deregistration once it is scrapped. In any case, to fully dispose of a vehicle as scrap, the Permanent Deregistration process must be completed.

Required Documents for ELV Purchasing

For Standard Passenger Vehicles

1. Vehicle Inspection Certificate (Shaken-sho)
2. Automobile Recycling Ticket
3. Seal Registration Certificate (Issued within the last month)
4. Registered Practical Seal (Jitsuin)
5. Current Fiscal Year’s Automobile Tax Payment Certificate

If the owner listed on the Vehicle Inspection Certificate is a loan company or a dealer:
"Release of Lien" (Ownership Transfer) procedure is required.

If the address on your Seal Registration Certificate differs from the address on your Vehicle Inspection Certificate:
Additional documents showing your address history, such as a Certificate of Residence (Juminhyo) or a Supplementary Family Register (Koseki no Fuhyo), are required.

For Light Vehicles (Kei-cars)

1. Vehicle Inspection Certificate (Shaken-sho)
2. Automobile Recycling Ticket
3. Personal Seal (Inkan)
Note: A standard personal seal is acceptable for light vehicles.

  • If the owner listed on the Vehicle Inspection Certificate is a loan company or a dealer:
    "Release of Lien" (Ownership Transfer) procedure is required.

Cases Where We Cannot Purchase/Dismantle Vehicles

There are certain cases where we may be unable to purchase or process a vehicle. These include, but are not limited to:

  • Vehicles with complex ownership issues that prevent legal procedures.
  • Vehicles with outstanding loan balances (unpaid loans).
  • Requests for vehicle collection from outside our service area.
  • Abandoned vehicles or vehicles where the legal owner cannot be identified.
  • Other cases where scrapping the vehicle is legally or physically difficult.
